Meeting Minutes 10/19/10</p>
<p>Meeting called to order at 7:00 pm</p>
<p>Norway Maples<br />
	Information on the Citywide Tree Project and its policy on Norway Maples presented by Stephanie Beckman (Portland Bureau of Planning and Sustainability), Dominic Maze (Bureau of Environmental Services Invasive Species Coordinator), and Jennifer Karys (Bureau of Environmental Services, Grey to Green Project). The Project is aiming to clarify and unify the tree policies of many disparate bureaus, and the result of the three year process is going to City Council in January.<br />
	The Project calls for not planting “Nuisance Trees” on city rights of way or public property, like the current practice for private developments. The Norway’s designation as a Nuisance Tree is due to its prolific and traveling seeds, non-native origin, and large root structure. The presenters have brought photographs of Sugar Maples which might be an alternative to the Norways called for in the Ladd’s Addition plans.<br />
	Questions from HAND about whether the number of Norways in Ladd’s make it an issue; the actual similarity of the Sugar Maples in preserving historical accuracy; and whether its Nuisance status is warranted.</p>
<p>Multnomah County Tax Levy 26-118<br />
	Bob Rawson speaks about the measure that would continue funding for the Oregon Historical Society, whose museum serves as a tourist attraction and research library and is a resource to students and scholars. Its state funding has been reduced by 1/3, and staff by ½, and reserve funds have been spent. The assessed property tax would be in effect for 5 years, cost an average of $10 per person, and allow for free admission for 1 year.<br />
	Questions from HAND about the plan after this 5 year measure (not yet known), and what services would be restored (also unknown). HAND members express appreciation for the OHS resources that enabled Ladd’s Addition to be recognized as a Historic District and for help with the Oral History project.</p>
<p>Community Music Circles<br />
	St David’s is applying for a Southeast Uplift grant to support its project in partnership with JOIN (including John Shroder of its faith based services), and Harrison Hill to build relationships with the formerly homeless. The grant would fund: 1. group music classes at St David’s music studio on Harrison Hill for community members and JOIN clients and 2. a musical instrument library and practice space. St David’s is providing space and administrative support, Harrison Hill the instruments, and JOIN the transportation and training for music teachers.<br />
	Request to name HAND as an informal partner, and for support with outreach, particularly with the potential for community service hours in schools. No board members express concern about this idea.</p>
<p>Historical Calendar Fundraiser<br />
	Don Beck of SMILE is applying for a $3,000 SEUL grant to create a calendar with historical pictures of neighborhoods with the associations’ meeting information of ten southeast neighborhoods to sell as a fundraiser. Each of the neighborhood associations would be given 100 calendars, and supply the photographs.<br />
	Question of whether neighborhoods can submit grants if they are co-sponsors on a grant request such as this one. Alex will contact Kristen at SEUL for the answer.<br />
	With the assumption that HAND can co-sponsor this application while still submitting its own: motion by Linda to join this application; seconded by David; passes unanimously.</p>
<p>Hawthorne Safeway<br />
	Update from Joanne, HAND Land Use Chair: the Safeway at 27th and Hawthorne will be closing for 1 year at the end of 2010 to make the store 60% larger and add underground parking. Concerns of neighbors include traffic flows around the garage, a good neighbor agreement about commercial traffic, a loading dock in the rear of the store, homeless presence, construction hours, and the employees’ jobs (they must reapply when it reopens). Joanne will be attending a meeting with store representatives Oct 28 from 6:30-8:30. Petition passed around which encourages Safeway to be a good neighbor during the process.</p>
<p>Norway Maples<br />
	HAND Board decides to maintain its position asking for an exemption in the Tree Code to continue to have Norway Maples for historical accuracy.</p>
<p>Division St Update<br />
	There has been a lack of written information from the city and requests from HAND members for information are still outstanding.</p>
<p>Cental City 2035<br />
	Amy Lewin is on the advisory committee for this project which, in conjunction with the Portland Plan, focuses specifically on the inner downtown area. There are Friday morning forums from 9:00-12:00 focusing on community housing, economic vitality, etc. Contact her with questions or ideas.</p>
<p>Minutes<br />
	Motion by Amy to approve September 2010 minutes, seconded by Joanne. Passes with 8 yes, 0 no, and 3 abstentions.</p>
<p>SEUL Grants<br />
	Each neighborhood association can submit one application as the main sponsor, and successful proposals tend to be those than build capacity. There are four options before HAND:<br />
1.	Community Music Circles with St David’s (see above)<br />
2.	Calendar fundraiser with SMILE (see above)<br />
3.	Movie and live music in the park event with Richmond (as has been done in the past)<br />
4.	Block Captain project: establish block point persons who would welcome newcomers to HAND with packets including coupons to local businesses (the Division-Clinton Business Association has expressed interest), and act as liaisons between neighbors and HAND. The grant would ask for $2000 for packet materials, launch event, and mailer.<br />
	By vote, the Block Captains idea has the most support.</p>

<p>Meeting called to order at 7:00 pm</p>
<p>Announcements<br />
- Poster boards and computer slideshows of photographs and maps from the history project shown at the Street Fair are on display during today’s meeting<br />

<p>Agenda<br />
	Crime Prevention: report from Officer Li. Reminders to practice car security by keeping all items out of view, and to post numbers on the alley sides of houses in Ladd’s</p>
<p>Election Issues<br />
-	BM 26-114: Janis Adler describes the initiative, which would create the option for the county to create a library district in the future. This would allow the library system to have dedicated property tax line item funding (currently there is a serial levy covering 65% of its funding goes to voters every 5 years).<br />
-	BM 26-108: representative Jeanine from the League of Women Voters describes the measure to renew the Voter Owned Elections measure, which is at its 5 year review. It provides public funding to candidates for the Mayor, City Commissioner, and Auditor who qualify with signatures and $5 contributions. Questions from HAND about the results for candidates who have used this option, the use of public funds for this purpose, changes to the audit process for candidates, etc.</p>
<p>	MOTION by Linda to support measure 26-108, SECONDED by Sue. Discussion. Motion carries with 1 no, 12 yes, and 0 abstentions.</p>
<p>Norway Maples<br />
	Portland is revising its tree code, and the Norway Maples called for in the original plans for Ladd’s Addition are part of the discussion as they are considered by some to be a nuisance tree. HAND has voted in the past to pursue a historical exception which would allow for planting Norways in Ladd’s in spite of the ban. Save Our Elms and the Historical Landmark Committee are part of the dialogue, and individuals are encouraged to contact these organizations to express thoughts, interest, or ask questions. Discussion of the issue raised questions including how much of an environmental threat the trees really are, the importance of historic preservation, and whether the difference between these and other types of maples is noticeable.</p>
<p>Pocket Park<br />
	A successful day of outreach with passersby, TV news coverage, and presence on Intertwine’s map. Follow up from the event will include approaching the property owners again about possible park plans and meeting with PBOT this week. The $500 dedicated to the project 1.5 years ago by HAND has been spent.</p>
<p>Treasurer’s Report<br />
	HAND’s current balance is $32,494.11. Recent expenses were for Pocket Park sod, the Cleanup, and income is expected from Southeast Uplift’s communications funds.</p>
<p>June and July Minutes<br />
	MOTION by Carolyn to approve, SECONDED by Sue. Approved unanimously with 0 abstentions.</p>
<p>Trimet<br />
	Art Pearce, Teresa Boyle, and Jennifer Koozer give an update on the Portland-Milwaukie Light Rail. Federal funding was reduced from 60% to 50%, meaning many difficult changes to the project including cuts in its scope, deferrals of some elements, and finding local funding, all with an emphasis on keeping it on schedule. Cuts include reduced size of parking structures, and not rebuilding the Clinton pedestrian overpass (as it could be added later). Art has brought sketches of possible ways to improve the Powell underpass, and of a ‘Clinton to the River multiuse path,’ the latter of which would align the shift called for of Water Ave with the changes to the OMSI area and make the river more accessible. A walkabout to consider improvements to the Powell underpass is hoped for by HAND. An open house for the project will be in October, and it will go to the City Council in November.<br />
	MOTION by Sue for a HAND letter in support of the project to add to the application for a state Transportation Enhancement grant. SECONDED by Linda. Motion passes unanimously with 0 no, 13 yes, and 0 abstentions.</p>

<p>Portland Acupuncture Project<br />
Adam Cubue (artist), and Michelle Traver (Trimet’s Public Art)<br />

-	Large-scale acupuncture needles are being posted around Portland between April and October 2010 in locations that draw attention to spaces which could improve the city’s health in terms of transportation, housing, and environment<br />
-	Is concurrent with and mutually referenced on the website of the Portland Plan<br />
-	Another needed is to be installed at 12th and Clinton at the future site of the MAX station on August 21 and removed October 21,<br />
-	The Trimet public art committee no longer has a HAND representative, and would like the input of someone with a background in public art as they search for contributions from both emerging and established artists to design the space</p>
<p>Oregon State Representative Jules Bailey<br />
	The next few months before the fall legislative session are an intensive time for advancing bills and proposals due to the new policy, enacted to save costs on lawyers drafting the bills, that Representatives can submit bills without limit until Sept 27, and only 10 bills after December.<br />
	The state’s budget for the coming year is extremely tight and the representatives are looking at many difficult decisions, in particular how to preserve programs that serve vulnerable populations such as the homeless, elderly, and disabled. Mr. Bailey’s focus is on how to reinstate job growth and restore the income tax revenue that fund the state, and he has an interest on forming statewide partnerships to advance efficient energy use.<br />
	He discussed HAND’s questions about issues including public education, programs for vulnerable populations, kicker reform, Measures 66 and 67, encouraging volunteering by the unemployed, the Liquor Control Commission, and urban/rural collaboration.</p>
<p>Roots of Our Neighborhood<br />
-	This Saturday, with the parade starting at 10:45<br />
-	Setup help is welcomed 7 Corners and 19th Ave on Friday from 3-6pm at, and Saturday from 8-10am<br />
-	T Shirts and bandanas with a stylized map of Hosford-Abernethy (designed by Amy and screen printed by a local shop) will be for sale, and are free to Board Members<br />
-	Includes booths of visual and oral history of the neighborhood, the Portland Plan, a bouncy castle, music, and more</p>
<p>National Night Out<br />
-	As in past years, HAND hopes to serve ice cream at Piccolo Park one night during the week of events<br />
-	Sue has tentatively offered to coordinate</p>
<p>St. Philip Neri<br />
The church is hoping to being regularly serving meals to the homeless in the area. There are not yet concrete plans, and they hope to collaborate with HAND</p>
<p>Hawthorne Street Fair<br />
August 15 10am-5pm (the same day as our local Sunday Parkways)<br />
There will be a music stage at 20th and Hawthorne</p>
<p>Safeway<br />
Planning to rebuild their location at 34th and Hawthorne; representatives were not present at this meeting but are anticipated at September’s meeting</p>
<p>Division Street Art<br />
The artist has been selected, who impressed the search committee for her experience in making routine public structures into works of art, and her personal commitment to sustainability. She will be mentoring an upcoming artist who has not yet been commissioned for a major public work.</p>
<p>Friends of Trees Planting<br />
On December 4 2010 the Friends of Trees will be doing plantings in HAND; contact information about how to buy a tree is on the organization’s website, http://www.friendsoftrees.org/</p>
<p>	MOTION by Jack Spadaro to use the HAND photocopying account at SEUL to make 300 informational flyers. Seconded by Linda Nettlekoven, and approved unanimously by the board.</p>
<p>June Minutes<br />
Were sent in a format that could not be opened by everyone, so will be re-sent for Board approval in the September meeting</p>

On the third Tuesday of August we will have a potluck rather than a formal meeting.</p>

TUESDAY, JUNE 15, 2010 BOARD MEETING NOTES</p>
<p>Meeting called to order at shortly after 7:00PM.</p>
<p> Introductions followed.</p>
<p>No Crime Prevention or PPB Neighborhood Response Team present.  DDA Amber Mosier arrived mid-meeting.  Her comments are below.</p>
<p>Announcements:<br />
Marilee:<br />
•	Notes that the restaurant guide recently published by the Portland Tribune was written entirely by a HAND resident: Annamarie DiStefano.<br />
•	Saturday, &#8212;&#8212;&#8212;: This Land is Your Land</p>
<p>Susan Pearce:<br />
•	A citizens’ advisory committee is being formed to assist/advise re: a parking study currently underway in the Central Eastside Industrial District.  The anticipated Portland-Milwaukie Lightrail line is expected to have an effect on parking in both the residential and industrial segments of HAND, and any decision about parking may affect the residential areas.    A second member from HAND to join SP on the committee is desired.    That person may be anyone from the neighborhood or the business district.<br />
•	The Streetcar CAC will be discussing how an equitable fare schedule may be created for the East-side loop; SP requests that people give her any thoughts they may have.</p>
<p>PDX BRIDGEFESTIVAL: (Nancy Chapin):  a series of events to celebrate the 100th anniversary of the Hawthorne Bridge.<br />
•	The first event will be a lighting ceremony at dusk on July 24, the evening of the DCBA Street Fair.<br />
•	Third-graders in PPS study the bridges in Portland.   Members of 3 classes drew pictures of bridges as a ‘Draw Bridges’ project, 18 of which were chosen for banners for the Burnside Bridge.  (Go to the PDXBRIDGEFESTIVAL.ORG web site; click on the bridge).<br />
•	A brunch on the bridge will be catered by the Salvation Army.   Seating will be limited.   Go to the web site, buy bumper stickers to enter the drawing.<br />
•	 The PDXBridgeFestival is a free-standing non-profit organization funded by grants.   Willamette Week does the publicity.    There are 2 paid positions and many volunteers.</p>
<p>PORTLAND ACCUPUNCTURE PROJECT:   Linda Nettekoven.<br />
A local artist focusing on the infrastructure and how to heal it has raised some funding, and with the blessing of the City Council, is creating sculptures of long, thin needle-like objects with copper wrapping that will be placed at +/-10 sites around town.   One will be at 12th and Clinton.</p>
<p>COMMUNITY ISSUES: Amber Mosier, Multnomah County DDA<br />
The 2010-2011 county budget includes cuts of +/-$600,000 to the DA’s budget, to take effect on July 1.   That will represent 5 attorneys, originally planned to be all from the misdemeanor section, now expected to include 3 from misdemeanors and 2 from felonies.   Anticipate that some types of misdemeanors will not be prosecuted, probably at the lowest level: disorderly conduct, street drinking, for instance; or they may be prosecuted with decreased aggression.   Ms Mosier will keep us posted..</p>
<p>ILLEGAL DUMPING:  Tiffany Gates, Metro:<br />
Ms Gates explained the make-up and functions of Metro before reporting on illegal dumping:<br />
Illegal Dumping: the placing of any solid waste on public or private property.   If left in place it will ‘grow’   Dumps often include hazardous material such as used syringes.  2 crews work 5d/week, responding to reported sites, often within 24-48 hours, and issue civil citations.   Metro crews cannot clean-up sites on private property, but can investigate.  Public property includes city streets, sidewalks, and parking strips.   The crews do not pick-up from ODOT rights of way.<br />
Litter: one fast-food drink container; Dumping: an entire trashbag.<br />
To report any illegal dump-sites, Metro asks that we call 503-234-3000 (which is also the recycling hot line).<br />
Metro offers disposal vouchers that can be used for no cost at the transfer stations and could be used by a neighborhood for a trash-collection project.   The number of disposal vouchers is limited only by the funding, and may run short by the end of the fiscal year.    A new FY begins on July 1.<br />
Metro has an agreement with the City of Portland: the PPB will close an established homeless camping site before the Metro team cleans it up.   The Metro team will pick-up an isolated couch.<br />
The point where an alley way becomes a private driveway and garage is +/-1 ½ car-widths from the center of the RoW.</p>

<p>A motion to accept the slate was made by Lindsay, seconded by Wendy, and passed unanimously.</p>
<p>UPDATES:</p>
<p>•	720 Club (Linda):<br />
The club is currently closed and shuttered.   The owners have applied for a license to open again under a new name.   There will be an OLCC hearing on Monday.  If there is a restriction on the license, another family member would still be able to open a new facility on the site.</p>
<p>•	Pocket Park at SE 19th and Division (Amy):<br />
Amy and Linda have met with representatives from PBoT regarding permit requests for the proposed pocket park.  PBoT suggests changing the permit request to structured phases:<br />
Phase one to change the back (south) portion of the undeveloped 19th Ave, which would require written support from the neighbors, including New Day School, St Philip Neri, and the Morrison Center.   PBoT would help with sidewalks and, perhaps, lighting.   The back segment of 19th is currently in use as a staging area for the construction project for New Day School.<br />
Phase two would include design and development of the front half of 19th Ave over several years.<br />
The phasing may put the project on a fast track with increased opportunities for funding, and was suggested because the owner of 1818 SE Division is opposed to any use of the street other than as a parking lot.<br />
Lindsay questioned whether breaking the segment of 19th Ave into two pieces would increase or decrease the likelihood that the front (north) segment would ever be developed.   Concerns were expressed that the people currently using the street as a parking lot are not paying business or property taxes for the street.<br />
We were reminded that Mary Tibbett’s estate required that the street must be used as a street.<br />
The front section is included in the Division Street Plan which will go before City Council on 6/23 at 1000 (time certain).   Plans include use of street trees at the entry into 19th.   Joanne S has drawings of a possible use of the space.<br />
As part of a meeting with St Philip Neri, the committee was informed that the nuns currently occupying the convent will vacating the site; the church is looking at options for other uses for the facility.   St Philip Neri wants drawings of the plans for the park before providing a letter of support.  This need is seen as a good opportunity to get people to the same table.<br />
Chris E asked about the time frame for the two phases.   Amy reports the committee will need about a month to complete the permits and get the written support from the neighboring property owners.</p>
<p>•	Division-Clinton Street Fair (Amy):<br />
DCBA and HAND will co-sponsor the street fair, set for Saturday, July 24th, which will allow the event to qualify for liability insurance through SEUL.   HAND has obtained a Roots of Our Neighborhood grant $1000.00 for an event on the pocket park site in conjunction with the street fair.   It is intended to extend the fun along Division to SE 19th Ave, but not to compete with other events.<br />
DCBA will rent a stage for the empty lot at SE Ladd Ave and Division St.   Plans are for music and entertainment from 1200 to 5:00PM and will include child musician David Hall at 1:00 pm playing for donations to Abernethy; “Colored Pencils” a local group who offer a multi-cultural open-mic to allow people a chance to show-case music from their home-lands (appropriate, since HAND, Richmond, and Creston-Kenilworth Neighborhoods have an interesting cultural mix, historically and currently).   They will offer +/- 6 acts over a 2-hour period, and are asking for $100. for each performance.   Their sound engineer may be willing to help with other performances for a reduced rate.<br />
Contributors for a Roots of Our Neighborhood history booth include Gary Walker who wrote a book on old movies, weddings to be displayed, loops of images of street maps, and from HAND the booklet “My House Has a Story”.<br />
Suggestions for ‘old’ projects to be included, as well as volunteers are sought and hoped-for.<br />
DCBA wants 2 HAND members to help at the parade staging area at 50th and Division, then to carry the banner in the parade.\<br />
Volunteers are needed to carry block-party sign-in sheets.   Flyers are going to 24,000 households with Abernethy students at the end of the school year.</p>
<p>•	Brothers Cannabis Club(Robert Garfield and Theavy Prom):<br />
The presenters are opening a new business at 1650 SE 12th Ave at the former Dancing Bean site.  It will be a private club for a collective of users of medical marijuana.  To enter one must have a medical marijuana card validated by the Oregon Medical Marijuana P…….   Card-holders who do not have growers will be able to pick up marijuana donated by growers and caregivers with excess supplies; they will then have to leave the premises before ‘vaporizing’ (using the marijuana).  Paraphernalia will be available for sale.<br />
		Garfield and Prom are working with Multnomah County Service District to register as a legal business.<br />
The establishment will be a private club, not a dispensary where anyone can enter.<br />
Marijuana will not be stored on-site; it will be picked-up from OMMP grow sites with and delivered to the BCC in limited amounts in the am and pm at alternating times.<br />
The club will be open from 1030 to 7:30PM, M-Sa, closed on Sundays, with anticipated 20-25 patient arrivals and departures throughout the day; existing parking near the site allows for 30-min stays only.<br />
Advertisement will be through word of mouth.<br />
There will be no anticipated parties or loitering, no alcohol on premises.  Non-alcoholic beverages will be available.<br />
They presenters hope that the organization will also become an educational facility, with programs not necessarily presented on site.<br />
There will be sensors, lighting to prevent break-ins.<br />

<p>•	SEUL Report (Laura Vail)<br />
Staff members are working on a project regarding what to do with un-improved streets; they are putting together the information they have gathered.<br />
A Land-use informational program will be held on Saturday 6/19.<br />
There have recent retreats designed to redesign the directions for the SEUL Board.</p>
<p>•	Repurposing HAWK-light grant money.  (Sue P)<br />
Community Benefit Opportunity grant funds from the Big Pipe project, intended for HAWK lights at Clinton/11th/12/th will no longer be necessary for that purpose, as a result of the plans for re-configuring and signalizing those intersections as a part of the Portland-Milwaukie Lightrail project.   Bureau of Environmental Services Director Dean Marriott has agreed to repurpose those funds toward development of a ped-bike route that will be included in a right-of-way purchase along the northern edge of the NW Natural property for the PMLR project, but have not been funded by the larger project.</p>
<p>INTERNAL BOARD ISSUES:<br />
•	The minutes of the May 17, 2010 General meeting were discussed.   A motion made by Joanne, seconded by Linda to accept as corrected was decided unanimously with exception of abstention by Jack S.</p>
<p>•	A motion by Amy, seconded by Wendy, to send a letter written by Linda supporting the compromise between home-owner at 1860 and neighbor(s) regarding a proposed remodel to the home was accepted unanimously with exception of abstention by Jack S.  </p>
<p>•	Discussion regarding how to use grant money and additional contributions from HAND for the HAND/DCBA street fair resulted in the following proposal:<br />
The $1000 grant will be used for banner-painting, veggies for pedicures, bandanas other rentals, and $400. for the sound engineer.<br />
Lindsay moved that $1000.00 be used from HAND funds to include:<br />
•	Donation to DCBA: $250.<br />
•	Funding for performances: $750  (including $600. for ‘Colored Pencils’ and  $150. to go to Abernethy School.<br />
The motion was seconded by Bill, and accepted unanimously.</p>
<p>•	Turf and hay bales are needed for the Street Fair.</p>
<p>The meeting was adjourned at 9:00PM.</p>

Announcements<br />
•	Dave Kaplan announced that Ladd&#8217;s Addition Elm Tree Inoculation will take place on June 26th. Meet at Palio&#8217;s at 8:30. Save Our Elms meeting is concurrent with inoculation.<br />
Treasurers Report<br />
•	$1614 collected at cleanup plus $187 for metal sales brought total to $1801<br />
Homelessness in HAND<br />
Alex Bassos noted that there seem to be more homeless people in neighborhood. Amy Lewin reported a violent incident in the neighborhood and noted a higher level of violence. Linda Nettekoven reported that New Seasons has seen a reduced level of violent incidents.<br />
Officre Picket reported on the occurance of a meeting one month ago with a neighborhood business that has two acceptable residents. Tresspass agreements give the police authority to enter a property and ask people to leave. IT was suggested that a tresspass agreement with exclusion of certain individuals could be offered. This was rejected due to impracticality of enforcing. The neighborhood business in question has signed a trespass agreement. Officers use common sense in enforcement.<br />
Wendy Kunkel asked if a &#8220;No Tresspassing&#8221; sign makes a difference. Officer Picket said that it does help in asking someone staying there to &#8220;move on,&#8221; though not in arresting an individual. Marilee Tillstrom asked about individuals who are too drunk or asleep. Officer Picket replied that if they are in danger, a detox team will be called in based upon the officer&#8217;s judgement call.<br />
Amber Moser, SE Neighborhood District Attorney, suggested that one could call the CHIERS van and the individual will be taken to the Hooper Detox Center. In the event of an arrest they are transferred to the Downtown Detention Center. A neighbor asked if there is ever any involvement by groups like Join. Officer Picket said yes, especially when an individual is entrenched in the neighborhood. The public can call Join, though Join&#8217;s focus is primarily on families and not on chronic homelessness. Linda Nettekoven noted that the director of Join was at the last outreach meeting.<br />
Havilah Ferschweiler, Crime Prevention Coordinator introduced a new livability worksheet that will be available soon. She noted that a majority of homeless people don&#8217;t cause problems, but a small group does.  Havilah Ferschweiler is looking at ways to deal with Trespass Agreements, including public education, public bathrooms, outreach, and food sources.<br />
Susan Pearce asked if there will be follow up meetings. (No response)<br />
Ethan Timm asked about city wide solutions to this issue. Officer Picket mentioned the 10 year plan to end homelessness. Havilah Ferschweiler noted that it is not enough to provide shelter beds and noted that there are few resources for the homeless in HAND.<br />
Alex Bassos asked if recent problems were due to enforcement sweeps? Will people continue to move after the sweeps? Officer Picket noted that with a critical mass of people under a bridge, a Mission is started, which increases enforcement of certain infractions such as &#8220;Improper position on a roadway&#8221; and jaywalking. Amber Moser noted that this is called a Mission, not a Sweep. Officer Picket said there was no direct correlation between a Mission and recent homelessness in HAND. Havilah Ferschweiler noted that the warming center near the Burnside Bridge closed in March. Amber Moser noted that there was a large group in the Central Eastside and that it had become dangerous under the Morrison and Hawthorne Bridges, resulting in an increase in assaults and drug activity. There was also an increase in out-of-state individuals. The Mission did not include a single arrest, but made it less convenient to convene. She also noted that a public bathroom would make it more convenient, and might increase homeless activity.<br />
Marilee Tillstrom noted that homeless people have cell phones and are recording police activity. Officer Picket noted that he encourages individuals to record police activity.<br />
Amy Lewin asked if there is any monitoring of frequency of arrest. Officer Picket said no. The Service Coordination team deals with drug users and mental cases and does not track drinking in public.<br />
Havilah Ferschweiler encouraged everyone to report incidents and have less tolerance for bad behavior. CPTED (Crime Prevention Through Environmental Design) was suggested as a solution for reducing vagrancy.<br />

<p>Trees in Ladd&#8217;s Addition<br />
Peter Livingston and Judith Reis presented the Tree Project. Proposed city regulations make Norway Maples illegal. Ladd&#8217;s Addition is on the Register of Historic Places in part due to the uniformity of plant design. Peter and Judith asked for HAND&#8217;s support to allow for the planting of Norway Maples. They noted that the Norway Maple was put on the City&#8217;s nuisance list due to the prolific creation of seeds and due to the fact that it is not native to this region. Judith explained that the new regulations do not recommend single species planting. Dave Kaplan gave some history of the Maple problem. Age and verticillium wilt had killed some Norway Maples, and Zelcova Elm was found as an alternative where there was the fungus. Jacomoti (?) Birch was also a hardy alternative. The decision to plant Katsura Maples was made by the residents of Holly Street.<br />
Alex Bassos moved that &#8220;a letter be written to encourage the city forester to create a historic overlay for Ladd&#8217;s addition tree planting, urging the city forester to take into account the historic tree map as described in the historic district guidelines.&#8221; Dave Kaplan seconded the motion. The motion was voted on (missing vote count) and passed with 3 abstentions.  </p>
<p>Civic Ecology and Watershed Stewardship<br />
Tim O&#8217;neal introduced two new projects in coordination with Southeast Uplift. SERA Architects will be presenting Civic Ecology. Also, a Watershed Stewardship will be started, similar to the Master Gardener and Master Recycler programs. Input from the community is requested. </p>

<p>Pocket Park and Roots of Our Neighborhood<br />
Amy Lewin introduced the Pocket Park project and announced that the Roots of Our Neighborhood event will be held on July 24th, with a bike-in movie afterwards. For more information or to get involved, contact Amy at amy@handpdx.org </p>
<p>Neighborhood Sustainability Project<br />
Alex Bassos introduced the Sustainable Community Project in which block leaders on each block will be identified, thereby creating community. The plan would divide HAND into four districts, each divided into 30 blocks. Then, block leaders will be recruited to greet new residents. Dave Kaplan suggested that this could be jumpstarted with block parties. Tim O&#8217;Neal noted that Neighborhood at a Glance information is collected at Block Party registration time. Linda Nettekoven noted that a welcome basket could be developed along with Division and Hawthorne business associations. For any input, please contact Alex at chair@handpdx.org </p>
<p>Dog Summit<br />
Linda Nettekoven reported on the Dog Summit at Abernethy, where improving the play field and connecting with community were the themes. Amy reported that enough donations were received to improve the turf and redo the sod. Marilee Tillstrom suggested a HAND mascot and a HAND map for dog scarfs. </p>
<p>Division Street Citizens Advisory Committee<br />
Linda Nettekoven reported on the Division Street Citizens Advisory Committee (CAC). The Division Street plan is to improve the street in the next year (2011) and the CAC is morphing into a DAC, Design Advisory Committee. The DAC meeting before the City Council will be on June 23rd at 10AM. PBOT (Portland Bureau of Transportation) will have better bike and pedestrian counts, though we are unsure of when.  A neighbor noted that SE 29th Ave. gets a lot of diverted traffic from Division to Powell, perhaps because it receives less attention as a neighborhood boundary.<br />
Community Center<br />
At the recent URAC (Urban Renewal Advisory Committee) the status of Washington High and the SE Community Center was discussed. Diverting funds for affordable housing at Washington High was discussed. The most recent option for Venerable Properties to develop Washington High is now &#8220;off the table&#8221; and the community center project is &#8220;on hold&#8221;. It was suggested that someone from the Parks department be invited to speak at the next Board meeting. Susan Pearce suggested that the plans can be kept &#8220;on the table&#8221; for future funding. Chris Eykamp asked if the building is converted to housing could there still be a community center. Linda Nettekoven explained that yes, a free standing community center building is still an option. Joanne Stainbrook asked if the housing was a for-profit or non-profit venture. Susan explained that it is a for-profit venture. Lindsey McBride noted that the neighborhood has been working for over 30 years for a community center, beginning with the Mt. Hood freeway opposition movement. </p>
<p>Cleanup<br />
Marilee Tillstrom thanked everyone who participated in cleanup and noted that 4.22 tons of yard debris were collected. </p>
<p>Bylaws<br />
Susan Pearce moved that the amended bylaws which had been distributed earlier be accepted. Chris Eykamp seconded the motion. The motion passed unanimously. </p>

• Sister Pat of St. Phillip Neri was present to announce she will be hosting upcoming open forum meetings to discuss some issues related to the neighborhood<br />
• Filmed by bike representatives: April 16- 18; on opening night there will be street closures.  Filmed by Bike committee met with concerned neighbors to discuss past problems related to noise.  Agreed to wrap up this year by midnight.<br />
• Jennifer Koozer, Tri-met spokesperson for Milwaukie Lightrail handed out Conceptual Design Report.  30 % engineering for the alignment is completed.  Environmental Impact Analysis will be released soon. There will be a Planning Commission hearing April 13th.<br />
• Amy &#038; Marilee gave an update about HAND clean up. Still seeking volunteers.  People are to contact them directly.  Marilee and Amy asked the HAND Board for money to purchase a bass drum that is to be donated to Cleveland HS.   Alex motioned to donate bass drum, Carolyn seconded, passed unanimously.<br />
• Amy gave apdate regarding Pocket Park.  She is in the  process of applying for grants and still waiting to hear from PBOT about permit approval/<br />
• HAND Board voted Laura Vail in HAND representative to SEUL Board: Linda made motion; Dave K. seconded.  Passed unanimously.<br />
• Approval of minutes from Feb 2010: Amy motioned they be passed, Linda seconded. 4 abstentions, all the rest present in favor.<br />
• Guidelines of Finance was discussed.  Informal Board discussion about using HAND money for Pocket Park, New Pedestrian/ bike access paths, trails to River as part of Milwaukie Lightrail, Gardens of Wonder expansion.</p>

November 17, 2009<br />

<p> The November hand community board meeting was called to order at 7 PM.<br />
 Prologue: tool lending library<br />
Steve Couche of the Portland Tool Lending Library made a presentation. A site in the Southeast Portland neighborhood has been selected at 28th and Harrison. This is at the St. David of Wales Episcopal Church. He said that the board members will likely approve this location. He is now actively seeking volunteers and is currently looking for donations. He says the Portland tool lending library has other locations including both North Portland and Northeast. The library will rent hand tools as well as stationary power tools which can be transported on a bike trailer. He announced he is applying for a grant to purchase tools and put on workshops. He also helps to provide classes on deck construction, and other building activities. He also noted that there is a seed lending library. Tools will be available for one week, with a possible extension for another week. Tools will be available to Southeast Portland residents and will be open two days a week. Residents must provide two pieces of identification including the mailing address. He left the sign-up sheet for those interested in more information.<br />
Portland Plan<br />
Linda Nettekoven discussed the Portland plan. The question was raised about whether we wanted a workshop in the hand neighborhood. It was announced that the next workshop will be in Mt. Scott Saturday, December 5. There will be two workshops downtown as well. There is a question of whether there would be a workshop in the Colonial Heights. There will be a curbside mailer, and a survey online. It was discussed that the content of these workshops sounded rather vague. Will it lead to wholesale changes? Is this an agenda driven campaign? It was announced that this is a bottom up, grassroots discussion. It was said that the last comprehensive plan excluded many elements of the community. This discussion will build on The Portland Plan.  It will be a strategic plan that should lead to action. It is meant to be used as a guideline to get various governmental agencies to all line up behind the plan. It will be merged with the state’s comprehensive plan. It will have to meet state benchmarks. It will then guide the zoning plan.   Linda will talk to the planning staff to see when they are  next available.<br />
Division Street Project<br />
Liz Mahon of the Bureau of transportation gave a presentation and update on the current thinking on the division Street project.   She has been working with the citizens’ advisory committee and hopes to wrap up this stage of the planning process in March of next year. the focus was on the pro-time lanes eastbound between 11 and 13th.  They need to be engineered to work at the higher volumes projected by regional Metro. It is thought that the second lanes in the eastbound direction will need to be maintained as opposed to setting them aside for full-time parking, water projects or curb extensions. Although this may not bode well for pedestrians and bicycles, it is hoped that the light rail changes at Clinton and 21st will improve the traffic on division Street. It was brought up that using the Pro-time lane for parking only during business hours and not during rush hour, can be very dangerous and confusing. She also discussed the very significant changes that are being considered in the seven corners intersection. These include painting the intersection bright colors and adding a pedestrian crossing only phase to the signaling.   She was asked why traffic engineers are using the high traffic volumes projected by Metro when the climate action plan projects are intended to reduce the number of cars traveling on division Street. She said that these were federal level rules. The concern was mentioned about pollution associated with stop and go traffic.<br />
Pocket Park at 19th and Division<br />
 Amy talked about the park that is proposed at 19th Ave. and Division Street. She has applied for a permit through PDOT.  she has also applied for 2 grants.   The first is through SEUL.   This is for a street fair on July 24, 2010. It will  be called &#8220;Roots of the Neighborhood&#8221;. The second grant is through the East Multnomah County soil and water district. It will focus on soil improvement and watershed maintenance. It may be in conjunction with the Abernathy Garden of Wonders focusing on education and improving the garden. Updates will be forthcoming.<br />
Light Rail Projects<br />
Linda gave a report on the light rail projects. She said that representatives from  HAND, Brooklyn, and Central Eastside industrial district got together at their monthly meeting to discuss the development issues around the stations. Can they be developed in a sustainable way? What about parkland? What shall we do with the fire station land? The urban design students will be continuing to explore this and we’ll have more information this spring. Money from the metro excise tax fund may be used in a formal study Within the urban growth district. They are seeking a letter of support for grants.<br />
Neighborhood School Issues<br />
It was also mentioned that Abernathy school is at capacity, as are many inner-city East side schools. They are being proactive and are trying to get a census. There is talk of readjusting the boundaries. They will be serving the residents and there’s talk of HAND also participating in the survey.  The district is also considering converting Cleveland school to a magnet status.  Students living close to the school would have to apply to go to school in a lottery process and some would be denied access to the school. There’s also talk about how the school district can strengthen neighborhoods and improve the community.  Does the Board want to write a letter to the school district to share our thoughts?  An open discussion followed.  It was stated that we need to remember that the primary function of  schools is to provide education not specifically to improve community. It was noted that specialize programs are helpful. And we don’t want to deprive students of the bigger perspective. It was noted that all high schools are not equal. It was noted that motivated parents are key to improving a high school, but that those same parents are able to get their kids out of failing schools. This is where white flight, racial and social and economic issues all intersect. The question is how to stop the flight of motivated kids and families away from troubled schools. There was talk that the city and schools need to work at a wide range of community and neighborhood issues to strengthen the schools. It was pointed out that the schools are not a city entity. Board members were asked if any of us would like to meet with the Abernathy parents. Sue mentioned interest.<br />
Portland Plan Meetings<br />
Liz talked about the Portland plan. At a recent meeting about 100 people attended including the mayor. The next meeting For the southeast neighborhoods is December 5.<br />
Community Center at Washington/Monroe High School Site<br />
There was an update on the Community Center at the former Washington High School. A recent survey gave the planners no clear guidelines. The three competing plans were briefly reviewed. It was mentioned that a seasoned city developer with significant gravitas is interested in renovating the building. The hybrid plan is back on the table.  And an option D has been created. There is talk about building the pool outside and perhaps putting a theater inside the building. The time frame is tight due to an upcoming bond measure. a fallback plan is option A. The next meeting will be December 1 and it will be a public meeting.</p>
<p>Candidate for City Council<br />
Spencer Burton announced his intentions to run for city councilmen. He spoke briefly about his interests and goals. Guess for five dollar donation.<br />
Board Business<br />
•	Amy moved to approve the October minutes,  Linda seconded, the motion passed with Tina and Jack abstaining.<br />
The treasurer’s report was given. The CD has auto renewed.<br />
The position of the HAND representative to SEUL is open. No members expressed interest in filling this position. The representative would help administer small grants, work on neighborhood livability, transportation and liability issues.<br />
 We decided that the December meeting would not take place. Instead there will be a holiday party at Frank’s house on the usual third Tuesday of the month.<br />
There was a motion to approve the FLAG event for insurance through SEUL.  The motion  to endorse this event for insurance was passed unanimously.<br />
It was announced that there is an eco-roof incentive of $4.50 to five dollars per square foot. People interested should contact Ethan.<br />
It was also announced that at the January meeting representatives Michelle  Poyourow from the bicycle transportation alliance would like to return to continue the discussion about bicycles and a community.<br />

<p>Board meeting called to order at 7:00.</p>
<p>Neighborhood Crime Report<br />
Officer Yee from the Portland Police Bureau spoke brieflya about recent crime statistics in the HAND neighborhood.  There was a relatively normal level of burglary and vandalism during the past month, with most household burglaries occurring during the day when homeowners are at work.  Reports were distributed as were announcements of Crime Prevention Workshops to be held on Personal Safety (10/26) at the East Precinct, and Crime Prevention for Home and Business (10/28) at the North Precinct. </p>
<p>Linda Nettekoven reported that a new &#8220;Fusion Effort&#8221; was being used to identify crime patterns pro-actively to identify low level activity and intervene before more serious crimes are committed.</p>
<p>Treasurer’s Report<br />
The current balance was reported to be $34,329.35.</p>
<p>A discussion rose concerning whether the balance should be reported publicly at Board meetings.  It was suggested that the funds could be an attractive target for someone who would seek aelections and manipulate Board policy in order to use the funds for personal gain.</p>
<p>Sue Pearce offered a motion that balance reporting be done only in Executive Committee meetings and not be reported in the minutes or on the web site.  The motion failed for lack of a second.</p>
<p>&#8220;Great Places&#8221; Award<br />
Ladd&#8217;s Addition was named one of &#8220;America&#8217;s Great Places&#8221; by the American Planning Association.  This award recognizes the success of planning efforts that create compact and desirable neighborhoods. A plaque was awarded to the neighborhood and accepted by Richard Ross at City Council.  This will be hung at Palio.  A duplicate award plaque will hang in City Hall.</p>
<p>Portland Women&#8217;s Crisis Line (PWCL)<br />
Christopher Bergstrom from the PWCL introduced himself, and reported that the Crisis line has operated a safe house in our neighborhood, and wants to maintain open communications with the neighborhood.  The house provides a safe place for survivors of domestic violence.</p>
<p>Oregon Rail Heritage Foundation<br />
Laurel Lyon and Kim Knox presented information about The Oregon Rail Heritage Foundation, an all volunteer organization that has restored and now maintains the two city-owned historic steam locomotives.  They are currently housed at Brooklyn Yard, but must be moved by January of 2012.  A new site has been secured in the HAND neighborhood near OMSI where the locomotives can be stored and maintained.  Phase One will be a modes facility to replace the current facility.  The group hopes to expand the facility to add more public amenities at a later time welcoming more visitors to the facility.  Ms. Lyon shared that the Brooklyn and HAND neighborhoods have an historic affinity for the railroads, with a large number of early residents working in the industry.</p>
<p>Bicycle Safety<br />
A discussion of bicycle and pedestrian safety was led by the Bicycle Transportation Alliance (BTA) by a panel including Michelle Poyourow (BTA), Lt. Brian Parman (Portland Police), and Greg Reisman (PDOT Safety Specialist).  Mr. Reisman stated that he was aware of public interest in safety &#8211; particularly at Ladd Circle.  He has received many complaints of bicycles riding at high speed, failure to comply with stop signs, and failure to yield to pedestrians.  His hope was to focus on an outcome rather than re-visit historic complaints. </p>
<p>Mr. Reisman stated that the methodology in collecting statistics hampers his ability to prioritize and craft solutions.  Traffic safety data do not include accidents that do not involve cars.  Any incidents that are Bike/Pedestrian, Bike/Bike, or Bike solo are removed from statistical analysis.</p>
<p>Compliance for the stop sign on Ladd Circle is 5% for bicycles, and 17% for cars (stop being defined as &#8220;wheels stop rolling&#8221;).  While compliance appears low, it is typical, and does not represent &#8220;the greatest safety concern in the city.&#8221;  He thought he recognized that the volume and speed of bicycles presents livability issues for neighbors.  Mr. Reisman hopes to identify specific issues and define criteria for success.  Officer Parman offered that he would like to see solutions that go beyond enforcement as tools to address the issue.</p>
<p>Several attendees offered anecdotal observations about the current situation.  Many believe that restoring the original squared off configuration to Ladd Avenue on the circle would result in greater safety for pedestrians and improve stop sign compliance.  Ms. Poyourow observed that the population of bicycle commuters is changing to be more diverse in both age and skills.  Planning needs to address the needs of older and slower riders as well as the generally &#8220;young and tough&#8221; commuters we see today.  Others offered that there are serious problems at 21st and 26th and Clinton that also need to be addressed in the conversation.</p>
<p>An education campaign was proposed with the goal of education and improving courtesy and respect from everyone.  Many believed that the campaign must go beyond the &#8220;Share the Road&#8221; theme.  PDOT has signs that can be made available.  Local communities can customize them if needed.</p>
<p>BTA will come back to HAND with tools and materials that may be useful for an education campaign in the neighborhood.</p>
<p>Friends of Trees Planting<br />
Jack Spadero reported that HAND tree planting for Friends of Trees will be held on December 5.</p>
<p>Portland Plan Workshops<br />
Linda reported that the City will   host a series of workshops on the Portland Plan with the closest one   for southeast residents scheduled for Saturday, Dec 5th at the Mt   Scott Community Center.<br />
SEUL Grants<br />
Amy asked for input in seeking grant monies form SEUL and East Multnomah Soil and Water Conservation District.  After a short discussion direction was given to seek funding to &#8220;Roots of the Neighborhood&#8221; festival in conjunction with Abernethy, and a second request to fund start-up costs for the 19th Ave pocket park events.<br />
September Minutes<br />
•	Linda Nettekoven moved approval of September Minutes. Kina Seconded the motion. All present voted approval with abstentions from : Dave, Ethan, Frank, and Sue.</p>
<p>Division Street Open House<br />
A series of open Houses may be scheduled to discuss the Division Street Plan and the anticipated impacts of the light rail station on the street.  These will be a series of drop-in sessions at the former Smiths/Natures/Wild Oats/Obama building on 30th and Division.  Date will be announced soon.  The design team for the Division Street Streetscape and Reconstruction will be on hand at scheduled times to meet with interested business and property owners to talk about plans for specific blocks of the corridor.<br />
Washington HS/Community Center<br />
Comments will be taken through October 23rd about the options for the Community Center at the former Washington High School.  The options include building inside the shell of the school, or building a new building on the corner of 12th and Stark.  Many issues remain concerning financing, and options that will be entertained by the School district.  There is some community interest in preserving the school for education uses.  The Community Advisory Committee will make its recommendation in November.</p>
<p>Other issues<br />
Patty Fink Spoke to the need to find a use &#8211; even if temporary, for the REACH lot on Ladd and Division.  She also asked for help in purchasing tools for a tool library at Abernethy.  She also had hoped to talk about changing the historic guidelines relative to Accessory Dwelling Units.  No time was available for discussion.</p>
<p>Alex asked if there was anyone who could serve as the SEUL representative.  Nobody volunteered.  Position will be temporarily vacant.</p>

Monthly Board Meeting: September 15, 2009</p>

Not present:  treasurer Matthew Masini, Frank Dufay, Dave Kaplan, Sue Pearce, Ethan Timm. </p>
<p>6:00 to 7:00: Tri-Met meeting to update and discuss future Portland-Milwaukie Max line running through HAND.</p>
<p>At the opening of the Tri-Met presentation Linda   presented Tri-Met and PBOT staff with copies of a petition expressing   neighborhood concern about train noise associated with the proposed   light rail station at SE 12th and Clinton.  The petition contained 300   signatures along with a map indicating where the signers lived within  the neighborhood.</p>
<p>Dave Unsworth reported on the Quiet Zone application process and update.<br />

<p>7:12 HAND meeting was called to order by chair, Alex Bassos</p>
<p>  Introductions:<br />
     Marilee brought copies of the Bee with a front page article on how the residents of Brooklyn neighborhood kept their post office open.<br />
  Amy asked that the approval of the minutes be postponed until the end of the meeting so she would have time to read them.</p>
<p>  The crime prevention officer, Robert Pickett,  discussed crime in the neighborhood. It was noted that they have talked to the club at 720 SE Hawthorne. They plan to have less Hip Hop and they have new security so that should take care of the complaints.<br />
  There appeared to be more burglaries than were listed on the report he brought.<br />
  Marilee brought up that people were putting garbage in cans other than their own.<br />
  The vandalism at Abernathy school was mentioned.</p>
<p>  Announcements:<br />
    1)Mural meeting (celebration) for Mirador on Sept. 22. There is a notice on the list serve.<br />
    2)Anyone interested in a temporary use for the REACH site at 20th and Division has been asked to email their ideas to Linda or Alex.<br />
    3)Pocket Park at 19th and Division. Amy reported that they are trying to make it more of a community green space and less of a street. The city will still own the land but an application has been made to make it into a park. They have met with 3 of the 4 landowners with connecting properties. <p>  Conversations:</p>
<p>    1)Division Streetscape Project alternatives- Liz Mahon, project manager<br />
The street will be repaved between 11th and 39th. Nothing else needs to be done but the community wants something done. There has been talk about crossings, curb extensions, street trees, street furniture and pet areas. And making it a &#8220;green&#8221; street.The idea is to slow traffic and improve safety. The pro-time lanes (where parking lanes become traffic lanes during peak hours) will be remove where they can except from 11th to 21st. Where they are removed will become parking lanes or bioswales. The bus stops will be moved to intersections. In the 7 corners area there would be no parking going east of 19th between 4 and 6pm. The right hand lane would become a dedicated right onto 21st, shared with a bike lane. Going west there would be no parking from 21st to 18th between 7-9am. They would put in bike boxes on 21st going north and Ladd going south. They are<br />
planning a design workshop on Oct. 10th at St. Phillip Neri Church between 9am and noon to present the streetscape design.<br />
    Discussion from the floor:<br />
     a) Chris wondered if a bike lane would make more sense instead since the curb lane is only used 30% by cars. He wants to look at more than cars and to optimize signal crossings.<br />
     b)Liz mentioned changing the date of the workshop because the schools have a 3-day weekend that weekend.  She mentioned that there were some suggestions made as a result of the 7 Corners Intersections Project last summer that were not accepted by the community and are therefore not being included in the Division Street Repaving project.<br />
     c)Lindsey said they have been working on this for many years, the pedestrians are in danger- yet nothing has been addressed. She feels that cars should be discouraged.<br />
     d) Marilee brought up that when the light changes to traffic going north on 21st the bikes go everywhere and it is hard to turn onto 20th. The bicyclists are on your right and they could be going onto 20th, Ladd or west on Division.<br />
     e)Kina said that the intersections are designed for cars and until people are ready to change their habits. She mention perhaps a pedestrian and bikes only light, or just pedestrians.<br />
    Rebuttal: We can&#8217;t divert the traffic. Having cars go through the neighborhood would cause a whole new list of problems. Most of the traffic on Division lives west of 41st and as long as there are this many cars on the road they have to be considered first.</p>
<p>    2) Washington High Community Center-Susan Meamber<br />
The committee’s project objectives follow the 2004 master plan.<br />
       1)location &#8211; 12th and se Stark.<br />
       2)site with playing field, swimming pool and community center.<br />
       3)the stand of trees on the sw corner will be left in place.<br />
       4)parking will be underground.<br />
       5)the community center will be a positive contribution to the community.<br />
           a)scale to site and neighborhood.<br />
           b)minimal impact with parking and traffic.<br />
           c)scope of programs addresses high priorities.<br />
           d)price affordable both building and plans.<br />
They had 1200 survey responses. They also had to consider building support space, offices, lobby, locker rooms, child watch area, art studio, poolside rooms and restrooms. Additionally they would like to see fitness<br />
room and meeting room. There would be 147 parking spaces and perhaps a multipurpose gym. Liz said they would like to see a flexible program to best use the space. With the gym and meeting room perhaps being the same space.  There were 3 options, they narrowed it to 2.  Both options feature the same program elements.<br />
Option A has  a playing field, pool, gym, classrooms and the greatest phasing option.<br />
Option C would take in the high school, which would be gutted and reinforced and a proposed 4 story building would become 3. The project doesn&#8217;t phase well.  The high school is owned by Portland Public Schools and would have to be purchased.  The money for the purchase and the remodel would have to all come at once<br />
without phases. Send your imput to liz@handpdx.org. Liz said that they could miss the opportunity for the bond measure if the decisions are not made. Susan said a 40 million dollar bond is not practical. The decision<br />
of which option has to go to Nick Fish and then the city council to be approved  to be  a bond issue.</p>
<p>  Comments from the floor.</p>
<p>a) Lindseys concern about phases is that later phases may never happen.<br />
b)Amy asked what the schools would do with the property if it wasn&#8217;t part of the plan. They want to sell the building.  It is unsure what the zoning is.<br />
c)Marilee feels the pool should be top priority.<br />
d) Joseph was surprised that there may not be a gym.<br />
e) Linda asked what would happen if the council did not agree.<br />
f) Kina said at the CAC meeting people have made comments for flexible activities to include everyone including seniors.</p>
<p>•	All present were asked to make their preferences clear (no official vote was taken), 4 indicated Option A, 4 indicated Option C and 4 had no preference.</p>
<p>•	   The minutes were approved with Amy recommending their approval and<br />
Linda seconding it, with Liz, Lois and Jack abstaining.</p>
