<p><a href="http://handpdx.org/blog/wp-content/uploads/2009/05/cac02_draft-alternatives_0520.pdf"><img src="http://handpdx.org/blog/wp-content/uploads/2009/05/overviewthumb.jpg" alt="overviewthumb" title="overviewthumb" width="300" height="140" class="alignright size-full wp-image-771" /></a> The concepts identify possible streetscape improvements under the two street cross-section scenarios discussed in the 2005 Division Green Street / Main Street Plan.  </p>
<p>
Please note that although we are showing two alternatives (based on where we left off in 2005), we are moving forward with removing pro-time lanes where possible along Division to either return vehicle parking, create pedestrian crossings with curb extensions, enhance bus stops, or create bike parking.  </p>
<p>
We are working with Kittelson to determine what capacity is needed at the major intersections along SE Division (11th/12th, Seven Corners, 26th).  We&#8217;ll discuss their findings at CAC #4 in July.  At that time, we&#8217;ll work together as a committee to finalize the cross-section design and discuss what is needed at the various intersections.</p>
<p>
Please review the streetscape options above and provide feedback to CAC members by noon on Monday, June 1st.  We&#8217;ll compile the comments and present these at our meeting on June 3rd.  </p>
<p>
Our June CAC meeting will focus on establishing the design goals and vision for the streetscape improvements.  The goals will be presented to the community at the June open house.  </p>
<p>
Staff will develop a draft list of design goals based upon what we&#8217;ve heard from the CAC to date (in addition to anything you submit by June 1st).  We&#8217;ll review and refine the list as a group at our next meeting.</p>

<p>Are you interested in helping create a &#8220;Pocket Park&#8221; at SE 19th &#038; Division? Join HAND board members and other neighbors to talk about how to do this. Our goal is to get on paper specifics of what we&#8217;d like to see at this current &#8220;public right of way&#8221; and how we might go about making this park a reality. With the reconstruction of Division Street, there may be ways we can get funding from groups/organizations involved with and interested in Division&#8217;s redevelopment. </p>
<p>The initial plan is to meet at the site next Monday, May 25th at 6:30 p.m., review discussions we&#8217;ve had and move forward with something a bit more tangible. We will present these specifics at the beginning of the next Division Citizen Advisory Committe meeting which is Wednesday, June 3 @ 6:00 p.m.</p>

<p>Since this is likely the last Community Policing Forum meeting here at Southeast Precinct, the meeting agenda will be a little different. There will still be the regular check-in and updates from the Precinct, NRT, Crime Prevention, District Attorney and the Community.<span id="more-731"></span></p>
<p>There will also be an opportunity for new precinct alignment information and staffing updates for NRT, Crime Prevention and the District Attorney.  Any information regarding Central Precinct and/or East Precinct Public Safety meetings will be provided. </p>

<p>At May&#8217;s meeting we will elect new board members. Members serve a two-year term as volunteers for the neighborhood. If you are interested in serving, please contact a member of our board. <a href="http://handpdx.org/blog/board/">(Contact information can be found here.)</a></p>
<p>Here&#8217;s a few more details from our bylaws:<br />
-Number of board members: no fewer than four and no more than 20.<br />
-Terms of office: two years<br />
-Recruitment of members: nominations opened on April 1 of each year and held open until the general membership meeting in May, names of candidates placed by nominating committee or nominations from the floor<br />
Eligibility requirement for board members:  Only members can vote and serve on the HAND board.  You should read the following aloud at the election meeting, so that everyone present can determine whether or not they are a members, and therefore are eligible to vote and serve on the board.  &#8220;Membership shall be open and given to all qualifying residents, property owners, business owners (or their designees), governmental agencies and non-profit organizations located within the boundaries of HAND or to any person appointed as a member to HAND by the Board of Directors in accordance with Article VII of the bylaws. Each member that is of legal voting age in the State of Oregon shall be entitled to all voting privileges. To qualify as a HAND member, one must meet the requirements of this said section and have signed a membership list provided by the Board of Directors.”.<br />
- Quorum to vote at general meetings, including elections:  the number of members in attendance.<br />
- Process for voting:  The HAND bylaws allow for voting by hand or written ballot.</p>

			<content:encoded><![CDATA[<p>We are writing to provide some very long overdue updates to what is happening with the next phase of the Division Street Plan implementation. There has been a lot of work going on behind the scenes that we want to bring into the open:</p>
<p>*** 7 Corners design project details and report are being completed by Stuart Emmons and the Planning Bureau and should be available for review shortly. While there were limitations as to what could creatively happen at the Ladd Ave corner because of historic preservation issues and other concerns, there were some great ideas that have been captured in the summary and will help inform the design of the overall street as well as 7 Corners. Which leads to&#8230;</p>
<p>*** Proposals are currently being reviewed from design firms for the Division Streetscape and Reconstruction Project. The winning firm will oversee the design and citizen involvement portions of the project. The consultant(s) should be in place by the end of this month and ready for the first Citizens Advisory Group meetings starting in April &#8230;</p>
<p>***A  Citizens Working Group and Technical Advisory Group are currently being put together with Portland Bureau of Transportation (PBOT). Membership on these groups should be confirmed this month with the first of monthly meetings beginning within a few weeks. This will be the group that oversees the Design and talks through the pro-time lane decision etc. Anyone is welcome to come to these meetings while remembering that committee members are the only ones who vote&#8230;<span id="more-559"></span></p>
<p>*** Pro-time lanes and other roadway issues are being studied by Kittleson traffic engineers. They have concluded the first part of their study, and it indicates traffic flows are down a bit. Their report on existing conditions will lay the groundwork for all future discussions on roadwork and streetscape etc.</p>
<p>*** Funding for the project continues to evolve. According to PBOT the combined funding sources for the project (General Transportation Revenue and the 2004 MTIP award) total $5.8 million.  Paving estimates (as of the end of 2008) total $8.2 million.  Costs for the streetscape will be established once the conceptual streetscape design has been identified.  Total budget is projected at $9 million. We did not get the additional funds requested through Metro so that leaves a deficit.  However, some of the material costs for this project have gone down recently with the overall economic slump. There is no way to know if that will continue to be the case, but it is hopeful, since cost escalation has been one of the stumbling blocks to moving this project forward in satisfying way. The other good news is there is a chance that we can coordinate some of the work to happen on Division with the Bureau of Environmental Services (BES) Tabor to the River (Taggart D) Project. BES and transportation are working to align their design and construction schedules and BES will be on hand to answer questions at upcoming CWG and Community Meetings.</p>
<p>*** There is a small case study going on around the Urban Development Partners multiuse project scheduled for 38th and Division. The goal of the study is to try and learn from the relationships between the Division Street Plan, place, neighborhood association, business association and local neighbors. Learnings from reflecting on both the process and the design may help inform some of the work to come along the Division Street.</p>
<p>*** We are continuing to be strong advocates with PBOT and other agency stakeholders to ensure that the next phase of the project will embody the collaborative approach we have been modeling since the start of this vision 7 years ago.  We have been promised that regular updates and communications will be coming from PBOT on this project. In the meantime, while we look forward to that happening, after a couple months of delays, we want to pick up responsibility for providing this update so we can all have a better sense of what is going on and where you can get involved or provide input.</p>

Monthly Community and Board Meeting<br />
February 17, 2009, St. Phillip Neri</p>
<p>Board members present:  Chair Alex Bassos, Vice Chair Linda Nettekoven, Secretary Carolyn Brock, Treasurer Matthew Masini, Frank Dufay, Liz Gatti, Dave Kaplan, Wendy Kunkel, Amy Lewin, Lindsey McBride, Joseph Murphy, Sue Pearce, Marilee Tillstrom, Ethan Timm.  Also Present:  Land Use Chair Kina Voelz<br />
Board members not present:  Lois Hankins, Jack Spadaro</p>
<p>1.      Introductions.</p>
<p>2. Crime Prevention officer.<br />
Officer Yi, not the regular officer, but a fill-in-guy, noted that larceny and vehicle theft are big issues.<br />
Alex asked what the implications of losing the SE precinct and being absorbed by the Central precinct are.<br />
Officer Yi explained that he was at the whim of supervisors, but that technological devices allow for work between precincts. HE did note that there could be confusion at borders of precincts.<br />
Emily noted that there are a lot of thefts from yards on SE 17th.<br />
Officer Yi encouraged everyone to call and report incidents, as this information is entered into a database and used to allocate resources (i.e. services) to the neighborhood.<br />
Sue asked how the precinct boundary is handled now. Officer Yi explained that current precincts have more distinct geographical boundaries, but that radios can be used if an incident crosses precinct lines.<br />
Linda asked what to do about neighborhood drug houses or a rash of burglaries when we are in competition with downtown for resources. Officer Yi responded that the neighborhood will have multiple liasons.<br />
Linda asked if HAND will have NERT (Neighborhood Emergency Response Team) officers. Yi responded that in theory this shouldn&#8217;t change, but some NERTs may bee eliminated. Sue noted that with budget cuts, more office jobs may be converted to street patrols.</p>
<p>3. Budget Cuts<br />
Linda announced a list of relevant meetings.<br />
Trimet bus service cut that would affect neighborhood is the potential cutting of #10 weekend service.<br />
Discussion of the combination of the offices of Planning and Sustainability and the potential impacts were discussed.<br />
The Portland Plan is delayed.<br />
The Office of Neighborhood Involvement (ONI) is facing bigger cuts because it was funded in the past with more &#8220;one-time&#8221; money. ONI submitted possible 2.5%, 5% cut potential, which leads to 14% or 16% cuts with the loss of one-time funds. ONI is also submitting a &#8220;now-more-than-ever&#8221; budget. The biggest proposed cuts are graffiti removal services and remediation services. ONI is attempting to preserve neighborhood grants. March 10 is the day that this will be discussed at City Council.</p>
<p>4. Southeast Uplift<br />
Tim O&#8217;neal explained that SE Uplift is faced with the budget cuts. The priority is to keep staff, though salaries and schedules may need to be reconfigured. Furnace problem is being resolved. The interim director, Paula Manly, will be in place for 4 or 5 months, part time, leading the search for a new director.</p>
<p>5. Sustainability<br />
Tim is coordinating neighborhood sustainability issues, finding creative solutions at the local level. Sustainability could be cut from SEUL, though the neighborhood is supportive. There may be a city-wide sustainability committee.<br />
Linda noted that Commissioner Fritz does not want to dampen the energy of neighbors. Linda also noted that sustainability was the 3rd item on the Mayor&#8217;s goals, and attended the Mayor&#8217;s sustainability summit. There will be quarterly meetings on eco-districts, sustainability, etc. Ethan noted that he had met with Transition PDX.</p>
<p>6. Crime Prevention Coordinator. </p>
<p>Havilah Ferschweiler described the usefulness and importance of block watches. Block watches are good for problem solving, neighborhood organizing, etc. To organize a blockwatch, call 503-823-0540.<br />
Crime Prevention Through Neighborhood Design, (CPTED), hopes to alter the environment in order to alter behavior. A city resolution has been passed to ensure that any new development of city housing goes through CPTED process. There are also DIY (do-it-yourself) CPTED materials available.</p>
<p>7. Division Street<br />
PDOT released RFP for public involvement and streetscape portions of job. Liz and Linda attended Central City Plan meeting. The Plan is still in process, with outreach not configured. No future meetings are scheduled. Mayor Adams wants a short-term plan associated with stimulus plan. CIC for Portland Plan put on hold in December. Linda noted that the strategic plan is to draw on projects which have already gone through the citizens&#8217; involvement process.</p>
<p>8. Potential Rail Crossing<br />
Chris Eykamp met with a local designer, David Ailass, who drew potential plans for pedestrian access to light rail, determining that an additional road crossing might be needed.<br />
Sue noted that the station is planned for Gideon.<br />
Ethan noted that an additional crossing could increase traffic in the surrounding streets.<br />
Chris noted that in addition to traffic and parking issues, horn noise at this station will be a major problem. The issue of horn noise was discussed (see http://handpdx.org/blog/2009/02/14/train-noise-concerns-in-neighborhood/). Lindsey encouraged everyone to talk to neighbors about train noise, including those who live on the West Side, as the sound travels.<br />
Sue confirmed that the city has not promised that they will require a quiet zone. Linda noted that engineering doesn&#8217;t start until March, and confirmed that the city recognizes this as an issue. Emily noted the importance of a potential bike or pedestrian crossing at 18th, asserting that light rail should be designed to cut traffic, not increase it.<br />
Chris noted that the current overhead track crossing will be demolished, and a replacement may be more expensive than a grade crossing designed to quiet-zone standards.<br />
Kina inquired about a below grade rail alignment, noting that it may be difficult for all modes to exist at one grade.</p>
<p>Sue suggested that we have Dave Unsworth come every month to report on traffic circulation, noise, and safety.</p>

<p>10. HAND Spring Cleanup<br />
Marilee gave details on upcoming Cleanup:<br />
May 2nd from 9-1<br />
More money was given by SEUL for the cleanup this year.<br />
No electronics will be taken; take them to Free Geek.<br />
The gift will be a water bottle from New Seasons + logo by Butler<br />
Emphasis will be on recycling and yard debris.<br />
Postcards will be used for publicity.<br />
Amy will make the postcard.</p>
<p>11. Treasurer&#8217;s report.<br />
Lindsay reported that $1000 check from Starbucks will be coming.</p>
